This study explores the role of the Digital Silk Road (DSR) as a key geoeconomic tool for China in redirecting semiconductor value chains amid U.S.-China technological decoupling. It examines how China responds to U.S. restrictions in the chip sector by boosting investments in digital and manufacturing infrastructure within Belt and Road Initiative (BRI) countries. Using a descriptive-analytical approach, the research tests the hypothesis that Western restrictions have driven China to establish alternative assembly and testing hubs in nations like Malaysia and Vietnam, while enhancing digital infrastructure to reduce Western dependency. The findings suggest that the DSR is a proactive strategy to build an autonomous technological ecosystem, strengthening China's technological security and global influence.
