The article examines the epistemological and operational frameworks that Médecins Sans Frontières (MSF) uses to rebuild humanitarian governance systems and worldwide normative structures. The research uses qualitative deductive methods combined with postcolonial and biopolitical theory to explain how MSF creates ethical disputes and new norms through its decentralized structure and témoignage principle in crisis areas. The paper examines MSF's dual status as a neutral humanitarian organization and moral authority through its work in conflict zones within the context of increasing humanitarian securitization and politicization. The research investigates how MSF handles its legitimacy and sovereignty and representation power in postcolonial regions where epistemic inequalities and disputed territorial control exist. The research demonstrates that MSF breaks humanitarian conventions while maintaining power through its membership in international governance networks which reveals the complex structure of modern humanitarian intervention.
