Public policy represents one of the most dynamic governmental activities, characterized by rapid evolution and continuous adaptation to environmental changes—a reality that policymaking processes increasingly confront in the digital age. This study seeks to elucidate the key digital transformations impacting public policy formulation, examining a range of policymaking experiences shaped by the digital era. It further analyzes how public policy adapts and evolves in response to the digital environment. Information and communication technology has had varying impacts on national public policy-making, achieving remarkable successes in some countries and more limited success in others. The digital transformation has led to the emergence of virtual communities, which have come to play a significant role in shaping public policy. This influence has grown alongside the development of technologies and the increasing use of various types and versions of these technologies.
