Abstract: This study examines the influence of open data on sustainable development in Rwanda through information technology (IT). Employing qualitative interviews with government officials, NGOs, and IT developers, it assesses Rwanda’s open data initiatives, IT infrastructure, and alignment with Sustainable Development Goals (SDGs). Findings highlight progress in transparency and decision-making via platforms like the National Spatial Data Infrastructure, alongside challenges such as limited internet access, data inconsistencies, and technical skill gaps. Case studies, including e-Rwanda and community-driven projects, demonstrate socioeconomic benefits and rural development opportunities. The research underscores the need for policy reforms, capacity building, and stakeholder collaboration to optimize open data’s role in advancing Rwanda’s sustainable development agenda by 2030
