The Touat region in Adrar province contains more than 350 fortified villages (Ksour). These fortified villages housed contradictory social classes, yet managed to create a unified socio-political system. This system allowed them to resist harsh natural conditions through cooperative participatory work (Touiza), recognizing that an individual cannot survive without the group. Furthermore, this urban space (Ksar), includes contradictory social strata. Its unity was threatened by external elements such as invasions by bandits. Therefore, a body was needed to manage its affairs and regulate the behavior of its members. This system is the community system, with its social and political dimensions. It continues to play social, economic, and political roles. Despite the economic, social, and cultural changes in Touati society, the community system still performs cultural, social, and political functions. This is achieved through customary legal frameworks and simple mechanisms that have enabled the reproduction of this system, even with the presence of neighborhood committees and central authority institutions.
