Abstract

Faced with the significant increase in the number of refugees in the world, the international community has been concerned with the establishment of several bodies dealing with the protection of refugees and people in crisis, and a certain number of the international and regional agreements have been reached to protect the rights of refugees and reach out to them. However, counting methods remain the biggest hurdle facing international organizations and even government agencies. Whether the legal means of movement used by persons, by land, sea or air, are subject to monitoring and registration in accordance with international provisions on cross-border movement which guarantee all rights in the country of origin or the country destination for the duration of their migration. There are irregular movements of people, who have been forced by circumstances to leave their countries of origin to different destinations in search of other sources, in an irregular manner and their use of informal channels which make it difficult to provide accurate data and classified that are used as a solid basis for the development of clear policies in the Maghreb countries that protect these refugees.
