الملخص
ملخص: تُعتبر فكرة النظام العام الجمالي من المفاهيم المبتكرة التي مرت بمسار معقد، حيث واجهت في البداية موجة من الرفض والتشكيك، قبل أن تتبلور وتكتسب شرعيتها ووجودها تدريجيًا، وهي تمثل مفهومًا مبتكرًا يرتكز على أساس المحافظة على عنصر الجمال وحمايته خاصة من ظاهرة التلوث البصري، وفي سبيل ذلك منح المشرع الجزائري للإدارة العامة حق فرض جزاءات إدارية على كل من يساهم في تفاقم هذه الظاهرة. Abstract: The idea of aesthetic public order is one of the innovative concepts that has gone through a complex path, where it initially faced a wave of rejection and skepticism, before it took shape and gradually gained its legitimacy and existence.it represents an innovative concept based on preserving the element of beauty and protecting it, especially from the phenomenon of visual pollution. for this purpose, the Algerian legislator granted the public administration the right to impose administrative sanctions on anyone who contributes to the aggravation of this phenomenon.
