This research paper examines Algeria's strategic adoption of blended learning as an approach increasingly implemented worldwide, particularly post-COVID-19 pandemic and pressures from growing student populations. Through descriptive-analytical methodology, the study evaluates the legal frameworks, material infrastructure, financial allocations, and human resources deployed for blended learning implementation, comparing them with established theoretical models of quality standards for such education, with particular focus on student needs. The analysis includes comparative references to Tunisia's parallel experience in this domain. Findings reveal that Algeria's Ministry of Higher Education has successfully implemented an effective strategy based on principles of autonomy and accountability in managing its financial operations, specifically focusing on performance objectives and indicators that regulate the practical implementation of blended learning programs across higher education institutions. The University of Continuing Education has been designated as the vanguard institution in this transition toward becoming Algeria's virtual university in the near future. However, the implementation exhibits certain shortcomings in support services when benchmarked against Tunisia's experience - gaps that could be addressed through expanded utilization of performance dashboards for monitoring and evaluation within the Ministry of Higher Education
