تداعيات هبوط أسعار النفط على الاقتصاد الجزائري والسياسات المساعدة على الحد منها: مقاربة من منظور استراتيجي

الملخص
تهدف هذه الدراسة إلى بحث ومناقشة السياسات الممكن اعتمادها للحد من تداعيات انخفاض أسعار النفط في الجزائر. وقد ركزت الدراسة على إبراز مكانة النفط وأهميته بالنسبة للاقتصاد الوطني، وتحليل الآثار التي تسببها الصدمات السلبية لأسعار النفط على التوازنات الاقتصادية، وكذا تقييم الإجراءات التي تم اتخاذها لامتصاص تلك الصدمات، إضافة إلى اقتراح بعض التدابير الرامية إلى تحجيم آثار هذه الصدمات. وتوصلت الدراسة إلى أن التعايش مع انخفاض أسعار النفط وتحييد آثاره السلبية على الاقتصاد الجزائري، يتطلب من صناع السياسات تبني استراتيجية بعيدة المدى تقوم على تحسين أداء المالية العامة، وتفعيل سياسة التنويع الاقتصادي لاسيما عن طريق بعث حركية التصنيع، وكذلك اتباع سياسة إدارية أكثر فاعلية لترشيد استخدام واستغلال الثروة النفطية. This study aims to examine and discuss policies that can be adopted to limit the repercussions of low oil prices in Algeria. The study focused on highlighting the status of oil and its importance to the national economy, analyzing the effects caused by negative oil price shocks on economic balances, as well as evaluating the measures that were taken to absorb those shocks, in addition to proposing some measures aimed at reducing the effects of these shocks. The study concluded that coexisting with the drop in oil prices and neutralizing its negative effects on the Algerian economy requires policy makers to adopt a long-term strategy whose main features are based on improving the performance of public finances, activating the economic diversification policy, especially by reviving industrialization, as well as adopting a more effective administrative policy in order to rationalize the use and exploitation of oil wealth.
