الملخص
تعمل هذه الورقة البحثية على محاولة ضبط سلطات الوالي ومجالات تأثيره في الواقع التونسي على اعتباره أهم وأبرز مؤسسات التنظيم الإداري على المستوى الجهوي والمحلي بالنظر للاختصاصات الهامة التي يمارسها باعتبارها اختصاصات ذاتية مسندة له بمقتضى القانون أو اختصاصات مفوضة له من قبل الإدارات المركزية العليا. تعمل هذه الورقة البحثية على ضبط علاقة الوالي ببقية الإدارات المركزية الجهوية الأخرى والتي تمثل امتداد للإدارات المركزية العليا والتي يمارس عليها الوالي رقابة تشمل الافراد والاعمال بصورة تعزز سلطته وتوسع مجال نفوذه وتجعل منه السلطة الفعلية على المستوى الجهوي. This research paper seeks to define the powers of the Governor and the scope of his influence in the Tunisian context, considering him as the most important and prominent institution in administrative organization at the regional and local levels. This is due to the significant responsibilities he exercises, whether as autonomous powers granted to him by law or as delegated powers from higher central administrations. The paper also aims to define the relationship between the Governor and the other regional central administrations, which represent extensions of the higher central authorities. The Governor exercises oversight over both individuals and activities within these administrations, in a manner that reinforces his authority, expands his sphere of influence, and establishes him as the de facto authority at the regional level.
