دور إصلاح الجماعات المحلية في ترسيخ الحكم الراشد في الجزائر

الملخص
تسعى أغلب دول العالم الى تحقيق تنمية شاملة ومستدامة ،معتمدة في ذلك على مؤسسات الجماعات المحلية، لتجسيد مبادئ الحكم الراشد عمليا في الجزائر. الذي يقوم على أسس الشفافية، المشاركة، والمساءلة مما يسهم في تحسين الخدمات العامة وتحقيق العدالة الاجتماعية. الا أنها ت هذه الجماعات تعاني من عدة تحديات، أبرزها ضعف الإمكانيات المالية، محدودية السلطات المركزية، وقلة الكفاءات البشرية، مما يفرض ضرورة معالجتها والتغلب عليها من خلال اعتماد إصلاحات جذرية تشمل تحديث الأطر القانونية، تعزيز نهج اللامركزية وتوفير الدعم المالي واللوجستي اللازم لتعزيز دور الجماعات المحلية في التنمية. كمحرك وفاعل اساسي لذلك. وكوسيلة فعالة لتجسيد الحكم الراشد، من خلال نظام إدارة محلي أكثر كفاءة وشفافية، يعزز المشاركة المجتمعية ويحقق أهداف التنمية الوطنية المستدامة. ورغم محاولات تنمية وتطوير الجماعات المحلية الا أنها مازالت تواجه عدة تحديات، من بينها ضعف الموارد المالية، نقص الكفاءات البشرية، ومحدودية صلاحياتها، مما يعيق دورها في تنفيذ السياسات التنموية بفعالية. فتحقيق الحكم الراشد يتطلب إصلاحات هيكلية تشمل تعديل الأطر القانونية، تعزيز اللامركزية وتوفير الدعم المالي والتقني الكافي لتمكين هذه الجماعات من أداء دورها بفعالية والمساهمة في تحقيق التنمية المستدامة. Most countries around the world seek to achieve comprehensive and sustainable development, relying on local community institutions to embody the principles of good governance in Algeria. This governance is based on transparency, participation, and accountability, which contribute to improving public services and achieving social justice. However, these communities suffer from several issues Challenges, most notably weak financial capabilities, limited central authorities, and a lack of human resources, necessitate addressing and overcoming them through the adoption of radical reforms that include updating legal frameworks and strengthening the approach Decentralization and the provision of the necessary financial and logistical support to enhance the role of local communities in development, as a key driver and actor, and as an effective means of embodying good governance through a more efficient and transparent local administration system that enhances community participation and achieves sustainable national development goals. Despite efforts to develop and advance local communities, they still face several challenges, including weak financial resources, a lack of human resources, and limited powers. These challenges hinder their ability to effectively implement development policies. Achieving good governance requires structural reforms that include amending legal frameworks, strengthening decentralization, and providing sufficient financial and technical support to enable these communities to perform their roles effectively and contribute to achieving sustainable development.
