Abstract This study examined leadership's role in implementing strategic management practices in local government authorities through a mixed-methods approach, combining quantitative descriptive statistics and qualitative systematic review of 59 sources (22 analyzed in-depth). Findings revealed key challenges including bureaucratic resistance, resource constraints, and political interference. Effective strategies identified were transnational leadership, employee engagement, change management techniques, and adaptive organizational culture. The study emphasizes context-specific approaches, recommending leadership development programs, participatory decision-making, streamlined processes, and public-private partnerships to enhance accountability and transparency. Future research should explore digital leadership and longitudinal cultural impacts. Ultimately, adaptive, innovative leadership is critical for successful strategic management implementation in local governments.
