رقمنة الإدارة العمومية في الجزائر آفاق وتحديات

الملخص
تناولت هذه الدراسة موضوع رقمنة الإدارة العمومية في الجزائر، والتحديات التي قد تعيق تطبيق هذه العملية، وتهدف الدراسة إلى تحديد الشروط والمتطلبات اللازمة لتحقيق الرقمنة، ولا يتوقف ذلك على ضرورة توفيرها فقط بل يجب ان يكون العنصر البشري الذي يعتبر أساس نجاح أي مؤسسة قادرا على استغلالها بالشكل المناسب إذا ما تم تكوينه وتدريبه بالشكل الذي يجعله عنصر فعال في نجاح وضمان السير الحسن لتلك العملية، لاسيما وما تواجهه من تحديات وصعوبات عملية، والتي تتعدى كونها مجرد مفهوم، فالحرص على تنفيذها ضرورة حتمية حتى يستطيع القطاع العمومي مواكبة التطور التكنولوجي، ومن أجل فهمها بشكل أفضل ركزت الدراسة على أبرز الدول الناجحة في هذا المجال والتي حققت تقدما كبيرا بفضل تطبيق الإدارة الرقمية الحديثة، توصلت الدراسة إلى ضرورة الإهتمام بتطوير الإدارة الحديثة وترقية الخدمة العمومية في الجزائر، لما لها من أهمية بالغة ومكانة هامة في ظل التطور الرقمي الهائل، مع التأكيد على أهمية المورد البشري كعامل أساسي في عملية التحول الرقمي. This study addressed the topic of digitizing of public administration in Algeria, and the challenges that may hinder the implementation of this process, that study aims to identify the necessary conditions and requirements to achieve digitization, it is not enough just to provide them but the human element, which is considered the foundation of any institution's success, must also be capable of utilizing them appropriately if properly trained and developed to become an effective element in ensuring the success and smooth operation of this process, especially considering the practical challenges and difficulties it faces, which go beyond being a mere concept, ensuring its implementation is an absolute necessity for the public sector to keep up with technological advancement, to understand it better, the study focused on the most successful countries in this field, which have made significant progress thanks to the application of modern digital administration. The study concluded that attention must be paid to developing modern administration and improving public services in Algeria, given its great importance and significant status amidst the vast digital development, while emphasizing the importance of the human resource as a fundamental factor in the digital transformation process.
