الملخص
تتناول هذه الدراسة "دور السياسة الشرعية في تحقيق مصلحة إعمار المدن"، إذ إن نمو الدولة واتساعها يولّد حاجة إلى إنشاء مدن جديدة، واستخدمت الباحثة المنهجين الاستقرائي والتحليلي في بيان مفهوم عناصر العنوان، وعرض السياسة المتبعة في اختيار موضع المدن، وفي التنظيم الداخلي للمدينة، وبيان أنواع المدن التي يمكن إنشاؤها، وتوضح المقاصد الشرعية المتحققة من إعمار المدن وفق الأسس الصحيحة، وقد توصلت الدراسة إلى أنّ اختيار موضع المدن يحتاج لدراسة وتمحيص من قبل السلطة، لأهميته للدولة ولمواطنيها. ويُراعى عند إنشاء المدن المقاصد الشرعية المتمثّلة في المصلحة العامة، ودفع الضرر، وجلب المنافع ليتمكن النّاس في العيش فيها بسلام، وراحة، واستقرار البلاد، وأمنها. Abstract: This study deals with the "Role of Legitimate Policy in the Interest of Cities Reconstruction", as the growth and expansion of the state generates the need to create new cities, and the researcher used the inductive and analytical approaches in the statement of the concept of elements of the title, the presentation of the policy in the selection of the location of cities, in the internal organization of the city, and the statement of the types of cities that can be created, and explains the legitimate of sharia achieved by the reconstruction of cities according to the correct foundations, and the study found that the choice of the position of cities needs to be studied and scrutinized by the authority, because of its importance to the state and its citizens. In establishing cities, the legitimate of sharia of public interest, paying damage and bringing benefits so that people can live in them in peace, comfort, stability and security are taken into account.
