الملخص
الملخص: تكمن أهمية جلب الاستثمارات الأجنبية كعامل محوري في تحقيق النمو الاقتصادي، مؤكدة أن النجاح في هذا المجال لا يعتمد فقط على القوانين، بل يتطلب تكاملًا في الرؤية الاقتصادية والسياسات العامة. كما أن بعض العوائق مثل البيروقراطية والتناقضات القانونية قد تنفر المستثمرين. وخلصت دراستنا إلى أن المناطق الحرة تمثل نموذجًا ناجحًا لجذب المستثمرين، شريطة أن تُرافقها إرادة سياسية وقانونية قوية، وتخطيط دقيق يشمل البنية التحتية، الترويج، الحوافز، الضمانات، والبنية اللوجستية. الكلمات المفتاحية: الاستثمارات الأجنبية، السياسة الاقتصادية العامة، المناطق الحرة. Abstract: The importance of attracting foreign investments lies in its role as a pivotal factor in achieving economic growth. Success in this area, however, does not rely solely on legislation; it also requires a comprehensive vision for the economy and coherent public policies. Certain obstacles—such as bureaucracy and legal inconsistencies—can deter investors. Our study concludes that free zones represent a successful model for attracting investors, provided they are supported by strong political and legal will, as well as careful planning that encompasses infrastructure, promotion, incentives, guarantees, and logistical frameworks. Key words: foreign investments, general economic policy, free zones.
