ملخص: فرض التطور التكنولوجي الهائل في السنوات الأخيرة تحديات جديدة على المجتمع الدولي، حيث أدت الثورة الرقمية إلى تغيير أساليب العمل الدبلوماسي، مما دفع الدول إلى اعتماد وسائل تقنية مبتكرة في العلاقات الدولية والسياسة الخارجية، والتي أثرت بشكل خاص على وظيفة التفاوض الدبلوماسي خاصة بعد جائحة كوفيد-19، وبالرغم من إيجابيات هذا التوجه إلا أنه يحمل عدة مخاطر مثل القرصنة، ونشر المعلومات المضللة، مما يهدد خصوصية وسرية المفاوضات الدبلوماسية. Abstract: The rapid and immense technological advancements in recent years have posed new challenges to the international community. The digital revolution has reshaped the methods of diplomatic engagement, compelling nations to adopt innovative technological tools in international relations and foreign policy. This shift has particularly influenced the function of diplomatic negotiation, especially in the wake of the COVID-19 pandemic. While this trend offers significant advantages, it also carries substantial risks, such as hacking and the dissemination of misinformation, which threaten the privacy and confidentiality of diplomatic negotiations.
