الملخص

ان ظاهرة التحول الرقمي وما صاحبها من تحولات كبيرة في شتى المجالات يفرض على جميع المؤسسات بمختلف أنواعها وأنشطتها تبنى هذا الواقع الجديد واستغلاله لتطوير مخرجاتها وزيادة كفاءتها وتعزيز تواجدها في البيئة الرقمية، فهذه الدراسة جاءت كمحاولة لتشخيص وضعية أرشيف مصلحة الصفقات ببلدية البوني ولاية عنابة، وما أحدثه التحول رقمي على مستوى المصلحة من أجل عصرنة هذا النوع من الأرشيفات خاصة ما تحمله الوثائق من محتويات حساسة تعكس ميزانية البلدية والمال العام وتبرر أين تم توجيهه خلال فترة زمنية محددة، فالتكنولوجيات حديثة واستغلالها الأمثل هنا يسهل على الأرشيفي طريقة تنظيم وتسيير الأرشيف والرجوع له بكفاءة عالية ويرتقي بالإدارة للوصول لما لا للإدارة الذكية. Abstract: The phenomenon of digital transformation and its accompanying changes across various fields impose on all institutions the need to adapt to this new reality and leverage its benefits to enhance efficiency and effectiveness. Given the sensitivity of municipal budget documents and their significance, efforts have been directed towards their modernization and optimal archival utilization. This study focuses on the impact of digital transformation at the municipal level in modernizing this type of archive, particularly in the field of procurement records, which contain critical documents essential for municipal financial management. The municipality has allocated funds over a specific period to implement modern technologies and optimize their archival use. This facilitates the organization and management of the archive in an efficient and structured manner, improving administrative performance and paving the way for smart governance.
