Abstract
Modern organizations seek to optimize the utilization of individuals and their intellectual assets through human capital investment, which has acquired new practical characteristics with the advent of electronic management and digital transformation. This study highlights the state of human capital investment in the higher education sector in Algeria amidst digital transformation. where the processes of building, activating, and maintaining human capital are now conducted through digital means, this shift has led significant improvements in the quality and efficiency of administrative, pedagogical and educational services
