الأزمات وعملية صنع القرار: حالة ظروف عدم التأكد

الملخص
يناقش هذا البحث تأثير ظروف عدم التأكد على عملية صنع واتخاذ القرار في إدارة الأزمات، والتي تمثل حالات غير عادية تكسر التسلسل الآمن للظروف المشكلة للإستقرار في نظام معين، سواء كان ذلك في المؤسسات أم كان متعلقا بمستوى الدول، حيث تعمل الأزمات على معارضة تحقيق أهداف النظام وسيرورة العمل فيه، كما قد تؤدي الأزمات الدولية ذات الشأن السياسي خاصة إلى إمكانية التصادم المباشر، لذلك تعين فرق مختصة بإدارة هذه الأزمات من أجل الخروج منها والحد من خطورتها، فتوجب على المسؤولين اتخاذ القرار المناسب من خلال عملية صنع القرار التي تحيطها ظروف عدم التأكد أوقات الأزمة ما يزيد من التعقيد وصعوبة اتخاذ القرارات، وكنتيجة مهمة أدركنا أنه في هذه الظروف، لابد من تحري العقلانية والسرعة لتحقيق الفعالية والتركيز على جودة مخرجات العملية، مع الاستعانة بعمليات الاتصال وجهات النظر المطروحة من أجل تنفيذ القرارات بنجاعة وباستغلال الموارد المتاحة حينها. Abstract: This research deals with the impact of uncertainty on the decision-making process in crisis management, which represents unusual cases that break the safe sequence of conditions that constitute stability in a certain system, whether in institutions or at the state level, as crises work to oppose the achievement of the system's goals and the work process in it. International crises of political interest in particular may lead to the possibility of direct collision, so specialized teams are appointed to manage these crises and reduce their severity, so officials must make the appropriate decision through the decision-making process surrounded by uncertainty during times of crises, which increases complexity. As an important result, we realized that in these circumstances, rationality and speed must be sought to achieve effectiveness and focus on the quality of the process outputs, while using communication processes and proposed points of view in order to implement decisions effectively and exploit available resources at the time.
