النظام الديمقراطي، قراءة في الممارسة السياسية للمجتمعات القديمة والحديثة

الملخص
ينطلق البحث في طبيعة النظام الديمقراطي من ضرورة ملحة تفرضها التحديات التي يشهدها الإنسان؛ والمتمثلة أساسا في الأزمات التي يعيشها العالم اليوم، وكأن الأزمة على حد تعبير بول ريكور مزروعة في الجسد البشري بطرق مختلفة ومبهمة تظهر كلما أسعفته الظروف، فتمتد لتشمل كل جوانب الحياة السياسية والاجتماعية والاقتصادية، ليبهرنا بصور من العنف والدمار والقتل تتلاشى أمامه كل خطابات السلم وحقوق الإنسان للأنظمة التي تدعي بأنها ديمقراطية. إلا أن هذا التجذر للأزمة لم يوقفه عن البحث لها عن الوسائل اللازمة لحلها، تصديقا لقول ماركس لا تطرح البشرية مشاكل لا تكون قادرة على حلها؛ فكان النظام الديمقراطي منذ القديم في مقدمة الأنظمة المقترحة لبناء مجتمعات مدنية، وأيضا من أهم المواضيع التي اهتمت الفلسفة بطرحها على طاولة التشريح والبحث في طبيعتها، والأسس التي بنيت عليها. يهدف البحث إلى تتبع تاريخي لهذا النظام من خلال تجارب تاريخية متعددة بداية من الحضارات الشرقية القديمة مرورا باليونان والرومان وصولا إلى الفترة الحديثة؛ قصد تبيان التحولات الجذرية التي مرت بها هذه التجارب السياسية. Research into the nature of the democratic system stems from an urgent necessity imposed by the challenges facing humanity, which are primarily represented by the crises the world is experiencing today. As if the crisis, as Paul Ricoeur put it, is implanted in the human body in different and ambiguous ways, appearing whenever circumstances permit. It extends to encompass all aspects of political, social, and economic life, dazzling us with images of violence, destruction, and murder that make all the discourses of peace and human rights of regimes that claim to be democratic fade away. However, this deep-rooted crisis did not stop him from searching for the necessary means to solve it, in confirmation of Marx’s saying that humanity does not pose problems that it is unable to solve. Since ancient times, the democratic system has been at the forefront of the systems proposed for building civil societies. Also, one of the most important topics that philosophy has been interested in raising is the dissection and research into its nature, and the foundations upon which it was built. The research aims to trace the history of this system through multiple historical experiences, starting from ancient Eastern civilizations, passing through Greece and Rome, and reaching the modern period. The aim is to highlight the radical transformations that these political experiences have undergone.
