Abstract
هدفت هذه الدراسة إلى التعرف على الصعوبات التي تواجه الهيئة العامة للزكاة في اليمن، حيث تنبع أهميتها في أنها ستساعد في تحديد وتفعيل الحلول الممكنة لتلافي تلك الصعوبات والعمل على التخلص منها، وقد تمثلت تلك الصعوبات في ضعف الرقابة على المزارعين الموردين أو المزكين بشكل عام، إلى جانب نقص التأهيل العلمي للعنصر البشري المسؤول عن جمع الزكاة وصرفها، كما أن تطبيق النظام الضريبي جعل الكثير من الأفراد يتوهمون بأنها تغني عن الزكاة. وعدم وعي الناس بالتفريق بين الضريبة والزكاة كانت من الأسباب الجوهرية في قلة الموارد الزكوية. واعتمدت الدراسة على المنهج الوصفي التحليلي من خلال الاستبانة التي تم تطويرها لهذا الغرض are the difficulties facing the General Authority of Zakkal and its collection in Yemen, in the recitation of a hill, a disk in change, the weak control of the farmers or more in general, as the one responsible for collecting and disbursing zakat, and that the normalization of the system for zakat And the number of difficulties that came to zakat and collecting it in Yemen. There was a difference in the directions of the respondents / which was measured on the basis of qualification and efficiency.
