التشكيلة المؤساساتية لبرنامج الأمم المتحدة للبيئة و مدى إستجابتها للمتطلبات البيئية

الملخص
تتميز الوكالات و الهيئات الدولية التابعة لهيئة الأمم المتحدة بتنظيم هيكلي و إداري خاص بها ، بحيث يضمن لها الإستمرارية و الأداء الفعال لمهامها و وظائفها و تحقيق للأهداف التي أنشئت من أجلها ، ويعتبر برنامج الأمم المتحدة للبيئة الهيئة الدولية التي ضمنت لها هيئة الأمم المتحدة الولاية الكاملة على القضايا البيئية على المستوى الدولي ، و سنتطرق في ورقتنا البحثية إلى التشكيلة المؤساساتية للبرنامج بشكل خاص و ندرس مدى إستجابة هياكله و أجهزته للمتطلبات البيئية و قدرته الإدارية على التنسيق و التنظيم في مواجهة المشكلات البيئية بحيث سنتناول في دراستنا الأجهزة الرئيسية لبرنامج الأمم المتحدة للبيئة و أبرز مهامها ، وكذا الأاجهزة الفرعية أو الأاقسام بجميع فروعها التي تعمل كلها من أجل تحسين البيئة الإنسانية و معالجة القضايا البيئية كل من زاويته و وظيفته الأساسية ، و قد لعب برنامج الأمم المتحدة للبيئة من خلال أجهزته دور مهم في تطوير القانون الدولي البيئي و ترقية العديد من الإتفاقيات البيئية ، كما ساهم برنامج الأمم المتحدة للبيئة في تقديم تقارير حول البيئة العالمية ومشكلاتها المستحدثة مشجعا الدول على إعتماد تشريعات تخدم الظروف و المستجدات البيئية و التنمية ، و رغم تنوع الأجهزة و المشاريع التي يشرف عليها يبقى برنامج الأمم المتحدة للبيئة في ممواجهة مجموعة من التحديات و التي تضعف اداؤه وسنتطرق لها من الناحيةالمؤساساتية بإعتبارها إدارة بيئية دولية The international agencies and bodies affiliated with the United Nations are characterized by a special structural and administrative organization this ensures continuity and effective performance of its tasks and functions and achieve the goals for which it was established the united nations environment program is the international body to which the united nations has guaranteed full jurisdiction over international issues at the international level in our research paper ,we will address the institutional set-up for the program in particular,we study the extent to which its structures and devices respond to environmental requirements and his administrative sbility to coordinate and organize in confroting environmental problems in our study ,we will discuss the main organs of the united nations environment program and its most prominent tasks as well as the sub-organs and departments with all their branches,all of which work to improve the human environment and addressing environmental issues from both its angles and its function the united nations environment program has played an impotant role in the development of international environmental law and upgrading many agreements to avoid worsening environmental conditions and devoting the greatest possible protection to the human environment the united nations environment program has also contributed to reporting on the global environment and its developments and emerging problems ,encouraging countries to adopt legislation that serves environmental conditions and developments despite the diversity of devices and projects that he supervises he continues to face a number of challenges that weaken his performance we will address it from an institutional standpoint as international environmental management
