الملخص
الملخص: تهدف الدراسة الى معرفة مفهوم الخدمة الشاملة وأهميتها في تقديم الحد الأدنى من الخدمات المتعلقة بالاتصالات الإلكترونية، ومدى توفر العوامل الأساسية المتعلقة بالتطبيق الفعلي لها، بالإضافة للاختصاص التنظيمي المسند لسلطة ضبط البريد والاتصالات الالكترونية، ودورها الفعال في مراقبة المتعاملين الاقتصاديين في القطاع ومدى التزامهم بتوفير الخدمة الشامة لاسيما في المناطق النائية والمعزولة محققتا بذلك بعد اجتماعي، أيضا تمكين جميع المستخدمين الى وصول شامل وعادل لخدمات الهاتف النقال والانترنت، وتحقيق تنمية تشمل كامل التراب الوطني. Abstract: The study aims to understand the concept of universal service and its importance in providing a minimum level of electronic communications services. It also examines the availability of key factors related to its actual implementation, in addition to the regulatory authority granted to regulatory authority for post and electronic communications, and its effective role in monitoring economic operators in the sector and the extent of their commitment to providing universal service, especially in remote and isolated areas, achieving a social dimension. Also, enabling all users to have comprehensive and equitable access to mobile phone and internet services, and achieving development that includes the entire national territory.
