الملخص

ملخص: في هذا البحث الموسوم بـ (التنظيم الدستوري لعمل الحكومة في الجزائر وليبيا "دراسة مقارنة") سنعالج الإشكالية المتعلقة بتنظيم عمل الحكومة؛ وذلك وفق نسق ومنهجية علمية تتمحور في تقسيم هذا البحث إلى محورين: الأول تم تخصيصه للحديث عن تشكيل الحكومة واختصاصاتها في التنظيمين الدستوريين الجزائري والليبي، في حين تم تخصيص المحور الثاني للحديث عن علاقة السلطة التنفيذية برأسيها الرئاسي والحكومي مع البرلمان؛ سواءً في إطارها التعاوني وأهم مظاهره مشاريع القوانين المقدمة من الحكومة، أو في إطارها التوازني والذي يتمثل في الدور الرقابي للبرلمان على أداء العمل الحكومي، وفي إطار تحقيق التوازن بينهما تملك الحكومة حق حل البرلمان عند توفر مقتضياته الدستورية، وهو من أهم الأسلحة التي تملكها الحكومة في وجه البرلمان، لنصل في نهاية المطاف إلى خاتمة البحث التي احتوت على جملة من النتائج والتوصيات. Abstract: In this research titled (The Constitutional Organization of Government Work in Algeria and Libya “A Comparative Study”) we will address the problem related to the organization of government work. This is according to a scientific format and methodology centered on dividing this research into two topics: the first was devoted to talking about the formation of the government and its powers in the Algerian and Libyan constitutional organizations. While the second requirement was devoted to talking about the relationship of the executive authority, both its presidential and governmental heads, with Parliament. Whether in its cooperative framework, the most important manifestations of which are draft laws submitted by the government, or in its balanced framework Which is represented in the oversight role of Parliament over the performance of government work, and within the framework of achieving balance between them, the government has the right to dissolve Parliament when its constitutional requirements are met, and it is one of the most important weapons that the government has in the face of Parliament, so that we can ultimately reach the conclusion of the research, which contains a number of results. And recommendations
