دور البلدية في تحقيق التنمية المحلية في الجزائر - دراسة حالة بلدية المدية

الملخص
تهدف هذه الدراسة إلى إبراز دور البلدية في تجسيد و تحقيق التنمية المحلية، من خلال اعتمادها على مختلف المصادر المالية المتوفرة من جهة، و معرفة مدى فعالية و كفاية هذه الموارد المالية المتاحة في إنجاز البرامج و المشاريع التنموية المحلية و تحقيق الأهداف المسطرة. وتوصلت النتائج إلى أن نوعية و حجم المشاريع و البرامج التنموية في بلدية المدية يتوقف على حجم الموارد المالية و الإيرادات المحصلة لفائدتها ، و أن أي تراجع أو تذبذب في هذه الأخيرة يؤدي إلى انخفاض المشاريع التنموية المحلية ، كما تعد البلدية المسؤولة الأولى عن تحسين مستويات الحياة في إقليمها. This study aims to highlight the role of the commune in achieving local development, through its dependence on the various sources of funding available on the one hand, and to find out how effective and adequate these available financial resources are in implementing local development programs and projects and achieving the objectives set on the other. The results showed that the quality and volume of development projects and programs in the “commune of MEDEA” depend on the scale of the financial resources and revenues collected for their benefit, as the study concluded that any drop or fluctuation in these resources and revenues collected, leads to a reduction in local development projects, which is reflected in the standard of living of the local population, for whom the commune is primarily responsible for improving.
