This article aims to study the role of skills management in improving the culture of the institution and the method of managing change in it. The study was conducted on a sample of 30 economic institutions, where the focus was on the managers of these institutions, by distributing a questionnaire that included questions that included the study variables (skills management, institution culture, change management). A case study approach was also used, and we analyzed the data of the field study on the Statistical Package for Social Sciences (SPSS) program, where the results showed the importance and role of employees and managers in building the change process in the institution, as administrative skills and institution culture have a fundamental role in managing change.
