دور الرقمنة في مكافحة الفساد الإداري على مستوى المرفق العام.

الملخص
عالجت الدراسة موضوع دور استخدام الرقمنة في المرافق العامة ومدى مساهمتها في مكافحة الفساد الإداري على مستوى هذه المرافق، لا سيما وأن هذه المرافق لها أهمية كبيرة داخل أي دولة، لذا لا بد من معرفة دور هذه التكنولوجيا وتحديد ما إن كان لها أثر كبير في القضاء على الفساد الإداري خاصة وأن الفساد متجذر على مستوى الإدارات والمؤسسات العمومية؟ حيث كشفت الدراسة عن مدى مساهمة وسائل الرقمنة كمفهوم حديث في القضاء على البيروقراطية وأشكال الفساد الإداري في المرافق العمومية، لتركز الدراسة بعد ذلك على دور هذه التكنولوجيا بولوجها عالم المرافق العامة والأثر الذي تلحقه بمبادئها. فتوصلت الدراسة إلى أن التسيير الإلكتروني ورغم ما له من أهمية وفائدة بالنسبة للمرافق العامة ولمرتفقيها وللدولة عموما وبالخصوص في المستقبل، إلى أنه قد يصطدم ومجموعة من التحديات والمعيقات التي تعترض مساره وتؤثر على فعاليته ونتائجه على أرض الواقع لا سيما دوره في مكافحة الفساد الإداري وبالتالي قد يحتاج الوقت الكافي لنجاعته الحقيقية على مستوى أي مرفق. The study addressed and discussed the role of the use of digitization in public facilities and the extent of its contribution to combating administrative corruption at the level of the latter, especially since these facilities are of great importance within any country, so it was necessary to know the role of this technology and determine whether Does it have a significant impact on eliminating administrative corruption, especially since the latter is rooted at the level of public administrations and institutions? The study revealed the extent to which electronic management methods, as a modern concept, contribute to eliminating bureaucracy and forms of administrative corruption in public facilities. The study then focuses on the role that this technology plays when it enters the world of public facilities. The study concluded that electronic management, despite its importance and benefit for public facilities, their employees, and the state in general, and in particular in the future, may encounter a number of challenges and obstacles that obstruct its path and affect its effectiveness and results on the ground. Especially its role in combating administrative corruption, and therefore it may require sufficient time for its real effectiveness at the level of any facility.
