الملخص

تهدف هذه الدراسة إلى محاولة ابراز العلاقة الموجودة بين حاضنات الأعمال وتفعيل المشاريع الصغيرة والمتوسطة وتنشيطها من خلال تدعيمها بالموارد والقدرات اللازمة للاستثمار في الأفكار الإبداعية والريادية لترجمتها إلى ابتكارات تساهم في النهوض بالاقتصاد الوطني. وقد تم عرض تجارب كل من الكويت وفرنسا إضافة الى تحليل مساهمة حاضنات الأعمال في تنمية المؤسسات الصغيرة والمتوسطة في الجزائر والتي أخذت شكلين هما: مشاتل المؤسسات، ومراكز التسهيل واللذان يمثلان التجربة الجزائرية في مجال احتضان المؤسسات التي تعتبر حديثة مقارنة بالتجارب العالمية. توصلت الدراسة الى ان حاضنات الأعمال تمثل برنامجا تنمويا يساعد في تنويع الاقتصاد من خلال تشجيع ودعم وتنمية المؤسسات الصغيرة والمتوسطة بتوفير بيئة أعمال مناسبة خلال السنوات الأولى الحرجة من عمر المؤسسة. اما بالنسبة لحالة الجزائر فهناك تأخر في تبني آلية حاضنات الأعمال، وتوضيح مفهومها والشروع في العمل بها، والذي لم يتجسد إلا في سنة 2003 من خلال شكلين لاحتضان المؤسسات هما: مشاتل المؤسسات ومراكز التسهيل This study aims to seek to highlight the relationship between business incubators and the activation and revitalisation of Small and Medium-sized Enterprises (SMEs) by strengthening them with the resources and capabilities needed to invest in creative and entrepreneurial ideas to transform them into innovations that contribute to the advancement of the national economy. The experiences of Kuwait and France were presented, along with an analysis of the contribution of business incubators to the development of small and medium enterprises in Algeria. The Algerian experience in incubating enterprises, considered modern in comparison to international experiences, comprises enterprise nurseries and facilitation centres. According to the study, business incubators help diversify the economy by encouraging, supporting, and developing SMEs by providing a suitable business environment during the crucial early years of their establishment. As for Algeria’s situation, there has been a delay in the implementation, clarification, and initiation of business incubators, which were first accomplished in 2003 as institutional nurseries and facilitation centres.
