دور حوكمة النقل الحضري الجماعي في تحقيق متطلبات التنمية المستدامة ) حالة مدينة المسيلة (

الملخص
تهدف هذه الورقة البحثية الى توضيح مفهوم الحوكمة والنقل الحضري المستدام وإبراز أهم التحديات التي تواجه قطاع النقل الحضري ودور الذي تلعبه الحوكمة الحضرية في إرساء ابعاد التنمية المستدامة في مجال النقل، إضافة الى تسليط الضوء على واقع النقل الحضري الجماعي في مدينة المسيلة وافاق تطويره، وللوصول الى ذلك تم الاعتماد على المنهج الوصفي والمنهج التحليلي، إضافة لاستخدام منهج دراسة الحالة بالنسبة لنقل الحضري الجماعي لمدينة المسيلة. وقد خلصت الدراسة الى توضيح العلاقة الوطيدة بين اليات الحوكمة الحضرية والتنمية المستدامة في قطاع النقل الحضري الجماعي، كما أن التحديات الراهنة للنقل الحضري الجماعي تدعوا الى ضرورة تفعيل الحوكمة من خلال الفاعلين فيها ( الدولة والسطات المحلية والقطاع الخاص والمجتمع المدني ) بتحديث الاطار التنظيمي والتشريعي ليشمل لوائح تسهل تفعيل النقل الحضري المستدام ارتكازا على معاييرها بفرض الشفافية واشراك أصحاب المصلحة وتطوير طبيعة تخطيط النقل الحضري، أما بالنسبة للمدن الجزائرية و مدينة المسيلة خصوصا فبات من الضروري تفعيل دور السلطة المنظمة لنقل الحضري المنصوص عليها في القانون، تحسين البنى التحتية للنقل الجماعي، تطوير خدمات الذكية للنقل الجماعي، اشراك القطاع الخاص والمجتمع المدني كشريك في التنمية المستدامة، طرح فكرة مشروع الترامواي كاستراتيجية لنقل الحضري المستدام على مدى الطويل. This research paper aims to clarify the concept of governance and sustainable urban transport and highlight the most important challenges facing the urban transport sector and the role played by urban governance in establishing the dimensions of sustainable development in the field of transport, in addition to shedding light on the reality of mass urban transport in the city of M'sila and the prospects for its development, and to reach that, the descriptive and analytical approach was adopted, and a case study approach was used for the mass urban transfer of the city of M'sila. The study concluded by clarifying the close relationship between the mechanisms of urban governance and sustainable development in the urban mass transport sector, and the current challenges of mass urban transport call for the need to activate governance through its actors (the state, local authorities, the private sector and civil society) by updating the regulatory and legislative framework to include regulations that facilitate the activation of sustainable urban transport based on its standards by imposing transparency, involving stakeholders and developing the nature of urban transport planning, as for Algerian cities and the city of M'sila in particular, it has become necessary Activating the role of the urban transport regulatory authority stipulated in the law, improving mass transport infrastructure, developing smart services for mass transport, involving the private sector and civil society as a partner in sustainable development, and putting forward the idea of the tramway project as a strategy for long-term sustainable urban transport.
