الملخص

يستعرض هذا المقال التحديات التي تواجه الإدارة العمومية في قطاع التعليم العالي، مسلطاً الضوء على تأثير هذه التحديات على كفاءة المؤسسات الأكاديمية وفعاليتها في تقديم خدمات تعليمية وبحثية عالية الجودة. من خلال مراجعة الأدبيات النظرية، يتناول المقال عدة جوانب مؤثرة، منها ضعف الهيكلية الإدارية، نقص التمويل، والتحديات التقنية المرتبطة بالتحول الرقمي، ويقدم تحليلاً لأهمية تعزيز الشفافية والمساءلة وتفعيل التخطيط الاستراتيجي. تشير النتائج إلى أن الإدارة العمومية تحتاج إلى تبني سياسات تركز على الاستقلالية الأكاديمية المصحوبة بمساءلة واضحة، مع التركيز على التعاون الداخلي والشراكات الخارجية لتحقيق التوافق بين مخرجات التعليم ومتطلبات سوق العمل. ويوصي المقال بضرورة اعتماد استراتيجيات تدريبية ودعم الرقمنة في العمليات الإدارية، مما يسهم في تحسين أداء مؤسسات التعليم العالي وتعزيز قدرتها على الاستجابة للتحديات الحديثة. Abstract: This article examines the challenges faced by public administration in the higher education sector, highlighting how these obstacles impact the efficiency and effectiveness of academic institutions in delivering high-quality educational and research services. Through a review of theoretical literature, the article explores various influential factors, including administrative structural weaknesses, limited funding, and technological challenges related to digital transformation, offering an analysis of the importance of enhancing transparency, accountability, and strategic planning. The findings indicate that public administration needs to adopt policies focused on academic autonomy paired with clear accountability, emphasizing internal collaboration and external partnerships to align educational outcomes with labor market demands. The article recommends implementing training strategies and supporting digitalization in administrative processes, thereby improving the performance of higher education institutions and enhancing their ability to respond to modern challenges.
