The principle of open competition is among the fundamental principles underpinning the formation of public contracts. It allows individuals and legal entities alike to submit proposals in line with the criteria set forth by the contracting body. To reinforce this principle, particularly in the context of digital advancements, the Algerian legislature introduced an electronic portal dedicated to public contracts. This portal serves as a robust tool for fostering competition among bidders and, at the same time, plays a crucial role in combating corruption. Public contracts, being major financial channels, are particularly susceptible to corrupt practices.
