The principle of two tiered- litigation is regarded one of the fundamental principles upon which the judiciary rests whether ordinary or administrative. These principles are viewed as the rights that the litigants possess to review the judicial verdicts and reach solutions that satisfy the conflicting parties. The Algerian constitutional founder and legislature embodied this principle at the constitutional, legislative, and structural levels through the establishment of administrative courts of appeal and set forth numerous legal frameworks that regulate them, whether against judicial verdicts issued by administrative courts with general jurisdiction in the administrative judiciary or for appeals and cassations in judicial decisions issued by the administrative court of appeals for Algiers, or appeal by cassation as the last stage of litigation or consideration of the first and last level of decisions issued by independent administrative authorities.
