The 1989 Constitution marked a pivotal transition in the state's shift towards a market economy. This step was followed by a legislative framework sought at finding alternatives for public revenue beyond the investment sector. Real estate emerged as a key candidate, particularly in light of fluctuating oil prices and the looming threat of resource depletion. Initially, the concept of economic real estate was unclear, with legislators focusing first on establishing investment rules, defining its concept, and outlining its institutional framework. Meanwhile, ambiguity persisted regarding which properties could serve as suitable investment grounds, posing a risk to public state assets. In response to these challenges, Algerian legislators enacted Law 23/17, which primarily addresses economic real estate and is expected to represent a significant advancement in investment.
