التكنولوجيا الحديثة وتأثيرها على أداء اللامركزية المحلية

الملخص
تزايد الاهتمام في مجال اللامركزية بأحد الموضوعات الهامة التي تمثل قلب ومحور الجماعات المحلية في وقتنا الحالي وهو الذكاء الاصطناعي وتكنولوجيا المعلومات حتى أضحت أهم أداة للمعاملات الرسمية والغير الرسمية وعليه فإن هذه الدراسة تهدف الى تسليط الضوء على منهج اللامركزية وأهميتها مع ظهور وتطور تكنولوجيا الاعلام ومع ابراز الحاجة اليه في ضوء التطورات والتحولات السريعة، حيث تم عرض وتناول الموضوع بأسلوب وصفي وتحليلي إذ شملت الدراسة استعراضا لتكنولوجيا الاعلام ومجالاته التي دعم بها اللامركزية وتأثير ذلك على سير التنمية المحلية. اذ يظهر بأن تقنيات تكنولوجيا الاعلام وتطبيقاتها لها دورا كبيرا في تطوير أداء اللامركزية حيث تساهم في تحسين أداء الادارة المحلية وتسهل عملية التشاركية التي هي محور العلاقة بين المواطنين والادارة كما تسخدم تقنيات تكنولوجيا الاعلام من أجل اتخاذ قرارات سليمة متعلقة بالتنمية تراعي الموارد المتاحة وتحافظ عليها. The interest in the field of decentralization has increased in one of the important topics that represent the heart and axis of local groups at the present time, which is artificial intelligence and information technology, until it has become the most important tool for official and unofficial transactions. Accordingly, this study aims to shed light on the decentralization approach and its importance with the emergence and development of information technology and highlighting the need for it in light of rapid developments and transformations, as the topic was presented and addressed in a descriptive and analytical manner, as the study included a review of information technology and its fields that supported decentralization and its impact on the course of local development. It appears that information technology techniques and their applications have a major role in developing the performance of decentralization, as they contribute to improving the performance of local administration and facilitate the process of participation, which is the focus of the relationship between citizens and administration. Information technology techniques are also used to make sound decisions related to development that take into account and preserve available resources
