الملخص
تتمحور هذه الورقة البحثية حول موضوع مساهمة المجتمع المدني في تحقيق التنمية المحلية في الجزائر و المغرب ،وتهدف إلي تسليط الضوء على نقاط التشابه و الاختلاف بين تركيبة المجتمع المدني في الجزائر و المغرب ، وما مدى مساهمته في التنمية المحلية من حيث استقراء النصوص الدستورية و القانونية المتعلقة بالموضوع، أصبح للمجتمع المدني دور فعال في التنمية المحلية من خلال قوانين الجماعات المحلية ، يقع هذا الدور إلى جانب الهيئة المنتخبة في تسيير شؤون الجماعات المحلية، وتشكل هذه المهمة القيمة الإضافية للحكومة الفعالة. وقد تمّ تقاسم قرارات التنمية بين كافة الشرائح الاجتماعية وهيئاتها الرسمية، و من الضروري الآن أن تتعاون الدولة مع القطاع غير الرسمي والمنظمات غير الحكومية لتتولى مهام التنمية. Abstract: This research paper focuses on the topic of the contribution of civil society to achieving local development in Algeria and Morocco, and aims to shed light on the points of similarity and difference between the composition of civil society in Algeria and Morocco, and the extent of its contribution to local development in terms of extrapolating the relevant constitutional and legal texts. With the subject, Civil society has an effective role in local development through the laws of local communities. This role is declarative alongside the elected body in managing the affairs of local communities, and this is the added value of good governance. Development decisions have become shared between all segments of society and its official bodies. It has become necessary for the state to enter into partnership with the informal sector and non-governmental organizations in order to manage the development file
