الشراكة المتوسطية ضمن الرؤية الاستراتيجية لمنظمة الأمن والتعاون في أوروبا لتحقيق الاستقرار في المتوسط

الملخص
ملخص: تهدف الشراكة المتوسطية ضمن الرؤية الاستراتيجية لمنظمة الأمن والتعاون في أوروبا إلى تحقيق الاستقرار في منطقة البحر الأبيض المتوسط، انطلاقا من أنها تشكل فضاءا جيوسياسيا وجيو إستراتيجيا بالغ الأهمية ضمن المنظور الاستراتيجي للعدد من القوى الكبرى سواءا كانت فريبة او بعيدة منه جغرافيا. من جانب اخر، يتعين الإشارة إلى ان منظمة الأمن والتعاون في أوروبا تعتبر جهة رئيسية في تنسيق وتفعيل هذه الشراكة وتعزيزها، قياسا بالتحولات العميقة التي طرأت على التوازنات الاستراتيجية العالمية الكبرى في مرحلة ما بعد الحرب الباردة، علما ان نلك التحولات طالت البنى الهيكلية للنظام الدولي بعد زوال المعسكر الشيوعي و تفكيك حلف وارسو الذي كان منافسا للحلف الأطلسي ، علاوة على ذلك طالت التحولات البعد القيمي بتراجع الصراع الإيديولوجي و تعويضه بأطروحات جديدة مثل صدام الحضارات و تحالف الأديان و غيرها ، ذلك ما أضفى على مفهوم الشراكة المتوسطية طابعا إيجابيا مقارنة بتلك الطروحات السلبية ، من خلال تركيزها على آليات الحوار والتعاون والشراكة وبناء الثقة بين الدول المشاركة، بهدف مجابهة ومكافحة التهديدات والتحديات الأمنية المتباينة الأبعاد بالشكل الذي يُرسي أسس قوية للاستقرار وتحقيق الأهداف المشتركة في المتوسط. Abstract: The Mediterranean Partnership, within the strategic vision of the Organization for Security and Cooperation in Europe, aims to achieve stability in the Mediterranean region, based on the fact that it constitutes a very important geopolitical and geostrategic space within the strategic perspective of a number of major powers, whether close or geographically distant from it. On the other hand, it must be noted that the Organization for Security and Cooperation in Europe is considered a major body in coordinating, activating and strengthening this partnership, in comparison with the profound transformations that occurred in the major global strategic balances in the post-Cold War period, noting that these transformations affected the structural structures of the international system after The demise of the communist camp and the dismantling of the Warsaw Pact, which was a competitor to the Atlantic Alliance. In addition, the transformations affected the value dimension with the decline of the ideological conflict and its replacement with new proposals such as the clash of civilizations, the alliance of religions, and others. This is what gave the concept of the Mediterranean partnership a positive character compared to those negative proposals. Through its focus on mechanisms of dialogue, cooperation, partnership, and confidence-building among participating countries, with the aim of confronting and combating security threats and challenges of varying dimensions in a way that establishes strong foundations for stability and achieving common goals in the Mediterranean.
