التنمية المحلية بين واقع السياسات الاجتماعية وآمال المجتمع المحلي

الملخص
ملخص: تندرج السياسات الاجتماعية ضمن السياسات العامة للدولة، فهي جزء لا يتجزأ من مجموع البرامج المسطرة من طرف الحكومة في تسيير الشأن العام للدولة، فهي الأكثر تعقيدا من حيث تشابك مكوناتها بين الفرد كمستهدف، وبين الفواعل المشاركة في الرسم والصنع والتنفيذ. ولعل من بين أهم ما تستهدفه السياسات الاجتماعية التنمية المحلية، التي تمس نسقا اجتماعيا تربطه قيم مشتركة داخل إقليم محدد، يسوده التكافل والشعور بالانتماء.ما يضفي خصوصية على رسم هذه السياسات التي من شأنها الارتقاء والنهوض به من خلال ما تقدمه من خدمات. فالتنمية المحلية غاية أي سياسة اجتماعية ووسيلتها في آن، فهذه الأخير تستغل التكافل والتآزر بين مكونات المجتمع المحلي في إشراكهم في عملية التنمية و تكون الأولى نتيجة للاستغلال الأمثل لهذه الخدمات. Abstract: Social policies fall within the general policies of the state, as they are an integral part of the total programs established by the government in the conduct of the public affairs of the state.Perhaps one of the most important goals of social policies is local development, which affects a social system linked by common values within a specific region, where solidarity and a sense of belonging prevail. What gives privacy to the formulation of these policies that will promote and advance it through the services it provides. Local development is the goal and means of any social policy at the same time. The latter exploits the solidarity and synergy between the components of the local community to involve them in the development process, and the first is the result of the optimal utilization of these services.
