الملخص

هدفت هذه الدراسة إلى تقديم الإطار المفاهيمي للمؤسسات الناشئة من خلال التعرف على مفهومها وما يميزها عن باقي المؤسسات الاقتصادية وكذا الدور التي تلعبه في التنمية الاقتصادية والاجتماعية ،من خلال خلق فرص عمل جديدة وتوفير الثروة ،وعلى هذا الأساس قمنا بعرض لواقع المؤسسات الناشئة والتحديات التي ستواجهها،حيث سعت الجزائر إلى توفير الدعم اللازم لهذا النوع من المؤسسات من خلال استحداث أجهزة مرافقة ومساعدة لحاملي المشاريع المبتكرة وتحسين النظام البيئي لهذه المؤسسات، وقد توصلت الدراسة إلى أن اللوائح التشريعية والقانونية تعيق إنشاء المؤسسات الناشئة في الجزائر تصعب الحصول على التراخيص الرسمية ، وأن التمويل يعتبر العنصر يعتبر الرئيسي التي تقوم عليه المؤسسات الناشئة خاصة في مراحلها الأولى، وكذلك تعتبر المؤسسات الناشئة في الجزائر مساهما مهما في الاقتصاد الجزائري . The purpose of this study was to provide a conceptual framework for startups by identifying their concept and what distinguishes them from other economic institutions, as well as the role they play in economic and social development, through creating new job opportunities and providing wealth. On this basis, we presented the reality of startups and the challenges they will face. Algeria has sought to provide the necessary support for this type of institution by establishing accompanying and assisting devices for innovative project holders and improving the ecosystem for these institutions. The study found that legislative and legal regulations hinder the establishment of startups in Algeria and make it difficult to obtain official licenses. Financing is considered the main element on which startups are based, especially in their early stages. Startups in Algeria are also considered an important contributor to the Algerian economy.
