الملخص

يعد الاستثمار في الطاقات البشرية من بين أهم التحديات التي تواجهها دول العالم و منها الجزائر و هو ما جعل قضية الإدماج المهني و الاجتماعي تتصدر اهتمامات الحكومات المتعاقبة ، و تنعكس على برامجها و مخططاتها ، و لقد جعلت الجزائر من التكوين الشباب أولوية مطلقة في مسيرتها التنموية و برامجها الاقتصادية و الاجتماعية و الثقافية ، إيمانا منها أن عملية التكوين وحده كفيل بتحقيق الثروة و نمائها وضمان التوازن المهني و الاستقرار الاجتماعي للأفراد و المجموعات و أنه حق لابد أن تتكافأ بينه الفرص بين جميع أبناء الوطن كما أن سياسة التكوين الحديثة تمس وسط الشباب الغير المتعلم أو متوسط الكفاءات بل امتدت إلى حاملي شهادات العليا من خرجي جامعات و المعاهد العليا Abstract Investing in human abilities is among the most important challenges facing the countries of the world, including Algeria, which made the issue of professional and social integration a top concern of successive governments, and is reflected in their programs and plans, and Algeria has made youth training an absolute priority in its development path and Its economic, social and cultural programmes, believing that the training process alone is sufficient to achieve wealth and its growth and to ensure professional balance and social stability for individuals and groups and that it is a right that must have equal opportunities for all citizens of the country. In addition, the modern training policy affects the uneducated youth or average competencies, and even extended to holders of postgraduate degrees from universities and higher institutes.
