دور المؤسسات الاجتماعية في الوقاية من الجريمة

الملخص
مما لاشك فيه أن استقرار الشعوب والدول مرهون بمدى توفير الأمن لإفرادها ،فهو الهاجس الأساسي الذي يجعل من الدول تكافح وتسخر جميع إمكانياتها البشرية والمادية من اجل تحقيقه، ومن العوامل التي تهدد استقرار الدول هو انتشار السلوك الإجرامي بمختلف أنواعه وإشكاله ،فالجرائم أصبحت محط دراسة واهتمام لكل الباحثين سواء السياسيين والاقتصاديين أو الاجتماعيين وهذا لإدراكهم مدى خطورة استفحالها داخل المجتمعات بل أصبح كيان هذه الدول مرهون بمدى توفير الأمن ومكافحة الجريمة ، فمكافحة الجريمة هو في الأساس من اختصاص الأجهزة الأمنية لوحدها،لما سخرته لها الدولة لهذا الغرض من ترسانة قانونية وإمكانيات بشرية مؤهلة وإمكانيات مادية ،لكن يبقى بالمقابل سبيل الوقاية من الجريمة هو الحل الأمثل أي وئد السلوك الإجرامي والقضاء عليه قبل وقوعه وهذا الخطوة الاستباقية لا يمكن أن تقوم به الأجهزة الأمنية بمفردها دون تضافر الجهود مع المؤسسات الاجتماعية الفاعلة التي لا يستهان بدورها في المعادلة الأمنية ومن هذه المؤسسات الاجتماعية نجد الأسرة والمؤسسات التربوية والمسجد والإعلام ،هذه الشراكة المؤسساتية في العملية الأمنية أثبتت نجاعتها من خلال التجارب التي انتهجتها دول العالم المتقدمة كفرنسا ،بريطانيا والولايات المتحدة الأمريكية ،و من اجل تسليط الضوء على الموضوع قام الباحث بتناول مفهوم الجريمة واهم أنواعها بالإضافة إلى النظريات التي اهتمت بمفهوم الوقاية من الجريمة وفي الأخير دور المؤسسات الاجتماعية في الوقاية من الجريمة. There is no doubt that the stability of peoples and nations depends on the extent of providing security for the individual. It is the basic concern that makes countries struggle and harness all their human and material resources to achieve it. One of the factors that threatens the stability of countries is the spread of criminal behavior in all its forms and forms. Political, social or social, and this is because they realize the seriousness of their escalation within societies. Rather, they become dependent on the extent of providing security and combating crime. The fight against crime is essentially the responsibility of the security services alone, The purpose of the legal arsenal and qualified human potential and material potential, but remains in return for the prevention of crime is the best solution any criminal behavior and eliminate it before it occurs and this proactive step can not be done by the security services alone without concerted efforts with social institutions that are not insignificant In turn, in the security equation, and from these social institutions we find the family, the educational institutions, the mosque and the media, this institutional partnership in the security process has proven to be effective through the experiences of developed countries such as France, Britain and the United States In order to shed light on the subject, the researcher dealt with the concept of crime and its most important types in addition to the theories that dealt with the concept of prevention of crime and the role of social institutions in the prevention of crime.
