Abstract

This article analyses the perceived performance of public support mechanisms for small and medium-sized enterprises (SMEs) in Algeria. Despite a significant institutional arsenal, the literature lacks qualitative assessments focused on the alignment between supply policies and needs on the ground. The study adopts a qualitative exploratory approach conducted with fifteen beneficiary entrepreneurs and ten institutional managers. The results highlight an institutional dissonance marked by a significant gap in perception between the two groups. Entrepreneurs point to administrative rigidity, lack of post-financing follow-up and opacity in inter-institutional coordination. On a theoretical level, this research enriches the literature on institutional entrepreneurship by identifying weaknesses in institutional quality that hinder the sustainability of SMEs in the Algerian ecosystem. It concludes that systemic effectiveness requires a shift from a logic of bureaucratic compliance to an adaptive and participatory governance approach, which is essential for transforming these mechanisms into sustainable levers for development.
