Brinding The Digital Divide: Challenges Of Adopting Medical Information Technology In Algeria

Abstract
The COVID-19 pandemic highlighted the urgent need to use medical information technology in the national healthcare sector to find innovative solutions to improve patient care, medical process efficiency, and the speed of evidence-based decision-making. Following this global health crisis, public authorities took the initiative to adopt medical digitization as a strategic option for the problems facing the healthcare sector in Algeria. Despite more than 18 years since the actual launch of this initiative, many obstacles still limit its success. Therefore, this study aimed to identify the main challenges hindering medical digital transformation in Algeria. To study this topic, numerous literatures related to research and studies on the subject were reviewed, including scientific articles, reports, and official statements. The results indicated that although medical information technologies provide great opportunities in enhancing healthcare, there are many challenges hindering their use, the most important of which are resistance to change by healthcare workers, weak infrastructure and interoperability due to the fragmentation of the systems comprising this technology and their lack of integration, lack of skills in using medical information technologies, and weakness in their funding process. Improving digital and health culture, having supportive policies, strong infrastructure, and targeted training programs to facilitate successful digital transformation are essential. Collaboration among stakeholders, including healthcare providers, policymakers, and technology developers, is necessary to address these challenges and achieve the benefits of digital innovation across the healthcare sector. العربية : أبرزت جائحة كوفيد 19 ضرورة استخدام تكنولوجيا المعلومات الطبية في قطاع الرعاية الصحية الوطنية لإيجاد حلول مبتكرة لتحسين الرعاية الصحية للمرضى وكفاءة العمليات الطبية وسرعة اتخاذ القرارات المبنية على أساس الأدلة. وقد بادرت السلطات العمومية بعد هذه الأزمة الصحية العالمية إلى تبني الرقمنة كخيار استراتيجي للمشاكل التي يعاني منها قطاع الصحة في الجزائر وعلى الرغم من مرور أكثر من 18 سنة من تبني الرقمنة، لا زالت هناك العديد من العوائق التي تحد من نجاحه. لذا هدفت هذه الدراسة، لمعرفة أهم التحديات التي تعترض التحول الرقمي الطبي في الجزائر. لدراسة هذا الموضوع، تم مراجعة العديد من الأدبيات الخاصة بالأبحاث والدراسات المتعلقة بالموضوع كالمقالات العلمية، التقارير والتصريحات الرسمية. أشارت النتائج أن تكنولوجيات المعلومات الطبية توفر فرصا كبيرة في مجال تعزيز والعادلة في توزيع الرعاية الصحية، تزويد المهنيين بالأدوات اللازمة لإدارة بيانات المرضى، اتخاذ القرارات الطبية السليمة والرفع من مستوى البحوث الطبية. ومع ذلك، تكشف الدراسة أيضا عن وجود تحديات كبيرة تعترض عملية استخدام التكنولوجيا لعل من أهمها المقاومة للتغيير بين العاملين في قطاع الرعاية الصحية ، تجزؤ الأنظمة المكونة لهذه التكنولوجيا وعدم ترابطها، نقص المهارات في استخدامها وضعف في عملية تمويلها. الخلاصة: ضرورة وجود سياسات داعمة وبنية تحتية قوية وبرامج تدريبية مستهدفة لتسهيل التحول الرقمي الناجح. التعاون بين أصحاب المصلحة، بما في ذلك مقدمو الرعاية الصحية وصانعو السياسات ومطورو التكنولوجيا، ضروري لمواجهة هذه التحديات وتحقيق فوائد الابتكار الرقمي عبر مجال الرعاية الطبية
