دور الرقمنة في تعزيز جابية مناخ الاستثمار في الجزائر دراسة تحليلية في ظل قانون الاستثمار الجديد

الملخص
الملخص: حاولت هذه الدراسة تسليط الضوء على دور الإصلاحات التشريعية على تحسين مناخ الاستثمار في الجزائر، وذلك من خلال تحليل دور المنصة الرقمية للمستثمر المستحدثة بموجب قانون الاستثمار الجديد 22-18 في تعزيز جاذبية مناخ الاستثمار في الجزائر. وتوصلت الدراسة أن المنصة الرقمية للمستثمر ساهمت في تسهيل العملية الاستثمارية من خلال تبسيط إجراءاتها وتوفيرها للمعلومات المتعلقة بفرص الاستثمار، كما أسهمت أيضا في تعزيز الشفافية والقضاء على البيروقراطية والفساد الإداري، الأمر الذي أدى إلى زيادة عدد الاستثمارات المسجلة مند إنشاء المنصة، ورغم ذلك لم تؤثر على مناخ الاستثمار في الجزائر الذي بقي في مراتب متدنية في التصنيف العالمي. وأوصت الدراسة بضرورة تطوير البنية التحتية التكنولوجية وتحسين شبكة الانترنيت عبر مختلف بالإضافة إلى ضرورة ربط المنصة الرقمية للمستثمر بباقي المنصات الإدارية المرتبطة بالاستثمار لاسيما الضرائب، الجمارك، السجل التجاري والبنوك. Summary: This study examines the role of legislative reforms in improving Algeria’s investment climate by analyzing the contribution of the digital investor platform, introduced under Investment Law No. 22-18, to strengthening the attractiveness of the country’s investment environment. The findings indicate that the digital investor platform has played a significant role in facilitating investment procedures through simplification of administrative processes and the provision of information on investment opportunities. It has further contributed to enhancing transparency and curbing bureaucracy and administrative corruption, thereby increasing the number of registered investments since its introduction. However, these advances have not been sufficient to substantially improve Algeria’s investment climate, which remains relatively low in international rankings. The study therefore recommends strengthening technological infrastructure, improving internet access across different regions, and ensuring greater institutional integration by linking the digital investor platform with other investment-related administrative platforms, especially those of the tax administration, customs, commercial registry, and banking sector.
