Abstract

Abstract: Juvenile delinquency has attracted scholarly interest as it represents a realistic entry point for addressing adult crime, given that delinquent personality traits are formed in early life and later crystallize through subsequent experiences and circumstances. The majority of scientific studies confirm that most offenders begin their criminal careers with early delinquency. Consequently, contemporary juvenile justice policy prioritizes the rehabilitation of the juvenile's personality over the gravity of the offense committed, recognizing that their cognitive and moral capacities are not yet fully developed. Therefore, reformative and therapeutic measures are most effective when they consider all aspects of the juvenile delinquent's personality, culture, and environmental conditions that contributed to their delinquency.
