The principle of equality constitutes a fundamental cornerstone in the organisation of public services, requiring that all service users have fair access to public services without discrimination on the grounds of gender, language, religion, or social status. With the advent of digital transformation, the electronic public service has emerged as a modern means of bringing public administration closer to citizens. This transformation has created new opportunities to strengthen equality in access to public services, as the principle of equality is no longer confined to traditional administrative transactions but has extended to encompass the digital services provided by the State through electronic platforms. This principle seeks to ensure that all individuals who fulfil the legal requirements enjoy the same rights and services without discrimination or preferential treatment. Despite the significant progress achieved in this field, a number of obstacles continue to impede the full implementation of this principle.
