الاقتصاد الأخضر كمدخل لتحقيق التنويع الاقتصادي في الجزائر في ظل النموذج الجديد للنمو (2016-2022)

الملخص
تسعى هذه الدراسة إلى إبراز دور الاقتصاد الأخضر في دعم مسار التنويع الاقتصادي في الجزائر في ظل النموذج الجديد للنمو ورؤية الجزائر 2030، من خلال تحليل أهم السياسات والبرامج التي تبنتها الدولة لتعزيز التحول نحو اقتصاد أكثر تنوعا وأقل اعتمادا على المحروقات، كما تناولت الدراسة مساهمة الطاقات المتجددة والاقتصاد الدائري والإدارة المستدامة للنفايات والجباية البيئية في خلق قطاعات إنتاجية جديدة وتحفيز الاستثمار ورفع القدرة التنافسية للاقتصاد الوطني، توصلت الدراسة إلى أن الاقتصاد الأخضر يمثل أحد المداخل الإستراتيجية لتحقيق التنويع الاقتصادي، غير أن نجاح هذا التحول يظل مرتبطا بتطويرالإطار المؤسسي وتوسيع استخدام التكنولوجيا والابتكار بما يدعم اقتصاد وطني أكثر مرونة واستدامة. This study examines the role of the green economy in promoting economic diversification in Algeria within the framework of the New Growth Model and Algeria Vision 2030. It analyses the main policies and strategies adopted to support the transition toward a more diversified economy with reduced dependence on hydrocarbons. The study highlights the contribution of renewable energy, the circular economy sustainable waste management, environmental taxation, to creating new productive sectors, attracting investment, and improving national competitiveness. The research adopts a descriptive -analytical approach based on official reports and recent literature. The findings indicate that the green economy represents strategic pathway for achieving economic diversification. However, its success depends on strengthening the institutional and legislative framework, expanding green investment, encouraging innovation and clean technologies, and enhancing coordination among economic and environmental policies to build a more resilient and diversified national economy.
