Abstract: This study aims to highlight the experience of collective Ijtihad (independent legal reasoning) in Algeria by analyzing the functional and methodological roles of the "Ministerial Fatwa Committee" and the "Scientific Councils". The research problem stems from the necessity of shifting fatwa issuance from individual efforts to institutional frameworks to address complex contemporary issues (Nawazil). Using a descriptive-analytical approach, the study examines the mechanisms for deriving Sharia rulings within these bodies and their adherence to the National Religious Reference based on the Maliki school of thought. The findings indicate that the institutionalization of fatwas in Algeria has effectively contributed to achieving intellectual and social security, especially during major crises. The study recommends enhancing interdisciplinary cooperation with experts in fields such as medicine, law, and economics to ensure accurate situational analysis before issuing religious rulings.
