Within the landscape of twenty-first-century education, the accelerating digital transformation of higher education has compelled universities to critically reassess their pedagogical frameworks and strategic approaches to ensure sustained alignment with the evolving demands of digitization and globalization. In Algeria, this transition has been reinforced by national reforms introduced by the Ministry of Higher Education and Scientific Research, which emphasize the integration of instructional technologies to enhance teaching quality and support the development of digitally competent graduates. In this framework, the emergence of a digital learning culture reflects a broader shift towards learner-centered education, technological synergy, and the cultivation of critical competencies necessary for active engagement in contemporary knowledge societies. This study employed an exploratory qualitative design, grounded in an interpretive analytical framework, to examine these dynamics. Data were collected from multiple sources, including national policy frameworks, institutional guidelines on instructional technology, and reflective accounts from a sample of 40 participants drawn from the University of Relizane–Ahmed Zabana, comprising 14 university instructors and 26 students from different faculties. The findings highlight the strategic alignment between digital tools and educational objectives, alongside institutional commitment to fostering effective and sustainable technology integration. However, implementation remains uneven across faculties, reflecting disparities in infrastructure, training, and digital readiness. The study concludes by stressing the importance of nurturing a coherent digital learning culture to enhance instructional quality, strengthen academic engagement, and support the long-term digital evolution of Algerian higher education.
