استراتيجية الصين تجاه الحرب الروسية - الأوكرانية... حسابات الرهانات والفرص

الملخص

يهدف هذا المقال إلى فهم استراتيجية التعامل الصينية مع الحرب الروسية - الأوكرانية، ورصد أهم المحددات التفسيرية للموقف المتخذ من طرف الصين تجاه هذا الصراع، والوقوف على الحسابات المعقدة التي تشكلها هذه الحرب بالنسبة لمصالح وأهداف الصين، وخلص المقال إلى أن الاستراتيجية الصينية تجاه هذه الحرب محكومة بعوامل داخلية (مبادئ سياستها الخارجية، وسعيها لخلق بيئة سلمية ملائمة لأهدافها التنموية) وأخرى دولية (طبيعة علاقتها بأطراف الصراع، والانقسام الجيوستراتيجي بين الشرق والغرب عالميا)، وقد وضعت هذه الحرب الصين في لعبة صعبة لحفظ التوازن بين مختلف أهدافها المتضاربة في علاقاتها بجميع الأطراف المعنية، وحرصها على الحفاظ على قدر من التواصل والمصالح مع كل طرف، وهو ما عقد من حساباتها الاستراتيجية، من خلال سعيها لتعظيم مكاسبها من جهة، وتحييد مختلف المخاوف والمخاطر من جهة أخرى، ويعتمد الأمر هنا على مدى مرونة وتكيف الاستراتيجية الصينية في التعامل مع تطورات الأوضاع المحيطة بهذه الحرب المؤثرة بشكل حاسم في مستقبل العلاقات الدولية. This article aims to understand the Chinese strategy in dealing with the Russian-Ukrainian war, and to identify the most important explanatory determinants of China’s position towards this conflict, covering the complex calculations that this war poses on the Chinese interests and objectives. The analysis concluded that the Chinese strategy towards this war is governed by internal factors (i.e., the principles of its foreign policy, and its quest to create a peaceful environment suitable for its developmental goals), and international ones (i.e., the nature of its relationship with the different parties of the conflict, assuming the geostrategic East-West divide). This war has indeed put China in a tightrope-walker situation; on the one hand, it has to maintain a certain balance between various conflicting aims vis-à-vis its relations with all the concerned parties, and, on the other hand, its keenness to maintain a degree of communication and interests with each party. Certainly, this would further complicate its strategic calculations: keeping a trade-off between the quest to maximize its gains and neutralize the different risks and fears. The outcome will depend on the extent to which the Chinese strategy could be flexible and adaptable while dealing with the developments surrounding this war, which will decisively affect the future of international relations.
