إشكالية تبني نهج الجودة في المؤسسات البحثية الجزائرية: دراسة استشرافية من منظور خبراء في الجودة

الملخص
ملخص: يعتبر تبني نهج الجودة في المؤسسات البحثية تطورا جديدا في مجال البحث العلمي. في هذا المقال سيتم التطرق للموضوع في حالة المؤسسـات البحثيـة الجزائريـة وذلك من وجهة نظر خبراء في الجودة، تم استقراء وتحليل آرائهم باستعمال تقنية دلفي من خلال ثلاث جولات متتالية. في الأخير، تم إبراز تفاصيل عديدة تساهم في اختصار طريق المؤسسات البحثية الجزائرية نحو الجودة والتميز وتؤكد أن تصميم ووضع نظم إدارة الجودة داخل هاته المؤسسات ممكن ويُفضي إلى الرفع من كفاءتها ويدفعها لإنتاج بحوث ذات جودة عالية، يكون لها أثر اجتماعي واقتصادي أكيد. في حين وحسب النتائج تبقى جاهزية هاته المؤسسات لاعتماد نهج جودة معين رهين ومتعلق بالمرجع أو المقياس الذي يصلح لها وتود تطبيقه وذلك لاعتبار أنه يوجد عدة طرق لانتهاج الجودة في المؤسسة البحثية وهو الأمر الذي يلزم النظر في حجمها وإمكانياتها وميادين اختصاصها وأيضا باعتبار أنه من الإمكان التدرج في تبني الجودة، من الأسهل إلى الأصعب حسب حالة كل مؤسسة بحثية. Abstract: The adoption of a quality approach in research institutions represents a recent development in the field of scientific research. This article addresses the topic in the context of Algerian research institutions, based on the perspectives of quality experts. Their opinions were explored and analyzed using the Delphi technique through three successive rounds. Ultimately, several key insights were highlighted that may help shorten the path for Algerian research institutions toward quality and excellence. The findings confirm that designing and implementing quality management systems within these institutions is feasible and can enhance their efficiency, enabling them to produce high-quality research with tangible social and economic impact. However, according to the results, the readiness of these institutions to adopt a specific quality approach depends on the reference model or standard deemed appropriate for them. This is due to the fact that there are multiple ways to implement quality in research institutions, which necessitates consideration of each institution’s size, capabilities, areas of specialization, and the possibility of adopting a gradual approach, moving from simpler to more complex stages according to each institution’s particular context.
